How to localize a .chm file? Firstly, there is an interesting post about this topic on venTAJAmarketing blog. Secondly, I decompiled the file using HTML Help Workshop application and used CatsCradle CAT tool to translate the extracted .html files and others. CatsCradle is inexpensive compared with some other tools.

I had the same problem a month or so ago. By pure luck, I found out how to convert .chm files. On a Mac, double clicking a .chm file doesn’t help much. But the Mac suggested to use calibre (http://calibre-ebook.com) to open it, which I used. Calibre is cross-platform, open source and free software to manage e-books. I turned out I could not only open the file, but I could also convert it, in my case into .rtf, but other options include:
Input Formats: CBZ, CBR, CBC, CHM, EPUB, FB2, HTML, LIT, LRF, MOBI, ODT, PDF, PRC**, PDB, PML, RB, RTF, TCR, TXT
Output Formats: EPUB, FB2, OEB, LIT, LRF, MOBI, PDB, PML, RB, PDF, TCR, TXT
